The Center for Employment Opportunities (CEO) Inland Empire provides immediate, effective, and comprehensive employment services exclusively to people recently released from incarceration, serving both Riverside and San Bernardino counties. CEO’s program supports participants in gaining the workplace skills and confidence needed for successful transitions to stable, productive lives. We are dedicated to ensuring that justice-impacted job seekers have opportunities to achieve socioeconomic mobility.

Employers across California are asking, “Where can we find workers?” The truth is that many hundreds of thousands of Californians are locked out of opportunity. And it doesn’t have to be that way. Many of our state’s most pressing economic challenges are the consequence of inaction. In this case, more than 55,000 Californians come home from incarceration each year and, without jobs or other options, about 50 percent go back to prison within three years.

SAN BERNARDINO – Inside an inconspicuous building on South E Street, Michael Wahome, Larry Bethea, Armando Lopez and a team of others are attempting to lower recidivism statistics one parolee, one probationer, one person at a time. Those at the Center for Employment Opportunities know what they’re up against: A person fresh out of prison, Bethea says, is likely to return within six months if he doesn’t have the tools and resources in place to re-enter society.

A mortgage underwriter originally from Florida, Scott had been prepared for difficulties upon reentry, but the COVID-19 pandemic had made the adjustment considerably more challenging.
